The idea
The dhimmi framework generally allowed Jews to practice their religion, maintain communities, and participate in economic life, but it did not mean equal citizenship in the modern sense.
The recurring move
The pattern was hierarchy rather than total exclusion. Jews could be useful, respected, mistrusted, or restricted depending on ruler, place, and period.
Morocco · The terms of protection
Jewish communities could worship and maintain communal institutions under the dhimmi framework. In return, they paid a special tax and occupied a subordinate legal status. This helped sustain long Jewish residence, but made equality unavailable. Protection and discrimination were part of the same arrangement; enforcement changed across rulers and places.
